EQUAL - International Partnership Together and Across (2005 - 2008)

Within international partnership of the Equal project we have achieved several goals.

We wished to accomplish

We were aiming to cooperate with partners focusing on dealing with low adaptability and education and poor employability of the Roma and other ethnic minorities who face similar barriers. The intention of the international cooperation was to cooperate with organizations from the EU states regarding similar topics and sectors. We hoped to educate bilaterally in this way, to gain new experience, different attitudes and solutions of problems connected with discrimination and inequality in the labour market (focused specifically on the Roma population and members of ethnic minorities), to analyse and develop together the innovative models, to share success and difficulties interactively during implementation of analogically focused programmes.

In the course of the previous cooperation, we have gained a better insight in terms of individual forms of discrimination and inequality in the labour market. Methodologies of the individual involved partners were assessed and methodologies, strategies and steps planned in own projects were strengthened and improved.

IQ service – System for Roma People Success on the Labour Market

 

In the context of ESF financial sources, the incentives of Equal community are interesting mainly due to their emphasis on the innovative elements which will be used as a basis for activities of project schemes in the area of development of human resources for the period 2007–13, mainly OP LZZ, OP VK and IOP. IQ Roma service used this opportunity through the idea of complex work with family. We managed to create a product which was assessed successfully and enabled extension of the IQRS social work programme by educational and motivation activities for young people and employment services for long-term unemployed persons.


The main goal of the project is increasing of education, qualification and improving of social and economic level of inhabitants of socially excluded localities with emphasis on the age category of 13–18. Subsequently the support for creation of the tolerant environment without prejudice where belonging to a group defined by the race, colour of skin, nationality, language or citizenship is not a reason for different attitude to an individual.
 
The project is conceived as an offer of services for the whole family including social and legal counselling, services connected with employment and mainly educational activities for the Romany youth. Methodology of the individual activities includes direct specialist work with clients and aspects of networking in the individual systems.
 
Methodology of work includes a counselling and motivation module for young people at the age of 13–18 (computer lessons, multimedia, drama lessons, Divadlo Fórum theatre, counselling for choice of school, EEG biofeedback). The role of participants-clients is active, they create a large part of the activities themselves and thus they are not only passive recipients. Some of them successfully changed from the role of clients to the role of implementers.
 
In connection with the support of the stable family background, we also work with families. Apart from provision of information for and verbal motivation of parents for successful completion of secondary school by their children, the project also provides social and legal and economic consultancies. Counselling centre for the employment issues mediates job vacancies and communicates actively with employer in the form of an offer of the internal audit setting the conditions of an equal access to jobs.
 
From the long-term point of view, the project involves approximately 660 persons, of which 60 % are young people. Further approx. 700 clients used the counselling services on a one-off occasion. On average the project centres is daily visited by 30 children and 15 adults. 90 % of young people improved their school marks, chose their field of study according to their abilities and interest or already studies successfully at secondary schools. We manage to present the project activities to the public successfully.
 
In June 2008 a final project report will be prepared which will inform both the specialist and lay public about the examples of good, functional practice and provide an interactive material for possible repeating of the successful models.

In the course of the previous cooperation we gained a better insight in the causes of the individual forms of discrimination and inequality at the labour market and thus also in the causes of social exclusion of some groups of inhabitants. Methodologies of the individual involved partners were assessed and methodologies, strategies and steps planned in own projects were strengthened and improved.
 
During 2005–2007, nine seminars of project partners in different countries took place, two of which were hosted by the Czech Republic. During 2007, three meetings took place – on January in France, on June in the Slovak Republic and on September in Sweden.

Partners concern 5 Swedish municipalities (regional autonomous units) and Roma non-profit organizations. Their mutual goal is to create an efficient method of establishment of a client’s social background, models of secondary education, employment and mainstreaming strategy fostering the positive perception of Roma by the majority.
 
Romanies out to work (Finland)
The town of Jyväskylä, together with the non-profit sector, creates a motivation educational model – TUROM. Its objektive lies in strengthening the ability of target groups to independently act in the open labour market.
 
Dafné – Union of prevention and aid centres (Slovakia)
The objective of this partnership is to create a model to minimize dysfunctional behaviour of individuals
in risk situations (e.g. threatened with “people trade”) through public presentations of the Forum
theatre. The actors are representatives of the target groups themselves.
 
Empower Scotland (Great Britain - Scotland)
Institution of local administration together with non-profit non-governmental organizations and businesses create a conceptual solution to minimize discrimination in access to employment. The aim is to create a label Diverse City that should, after the fashion of the European Town of Culture, become a logical part of the European economic and social area. The programme is also focused on prevention of social exclusion of ethnic minorities.
 
Floraisons (France - Reunion)
Representatives of an autonomous unit in co-operation with non-profit non-governmental organizations create mainstreaming strategies and models of motivation to equality in access (in terms of gender issues) and minimisation of discrimination through comics created directly by pupils of different ethnic and social origin. These materials are later distributed among pupils of local primary schools. Other activities include counselling in employment and business.
